Energy Savings Performance Contracting (ESPC) is a process that facilitates facility improvements without the need of up front capital funding from the agency.  The New Mexico law that allows for ESPC is called the Public Facility Energy Efficiency & Water Conservation Act [6-23 NMSA 1978].

WISE Project Application and Commitment for Energy Performance Contracting - Form A
The WISE program is a six-step process to upgrade government facility systems:

  1. Evaluate needs;
  2. Energy audits;
  3. Financing;
  4. Implementation;
  5. Preventive maintenance; and
  6. Continuous commissioning.

This process has been defined via a Standard Operating Procedure for agencies occupying GSD facilities and Standard Operating Guidelines for local governments, public schools, higher education, and state facilities (non-GSD).
