The Office of the Secretary provides policy direction for the Energy, Minerals and Natural Resources Department and its communications with The Office of the Governor, the New Mexico State Legislature and other State Agencies. The department has six divisions: Administrative Services, Energy Conservation and Management, Mining and Minerals, Oil Conservation, State Forestry and State Parks. In addition, the Secretary has administrative oversight of the Waste Isolation Pilot Plant Transportation Safety Coordinator, the New Mexico Department of Game and Fish, the Game Commission, and the Youth Conservation Corps.
Cabinet Secretary Joanna Prukop represents the department on natural resource and energy organizations, such as the Western Governor's Association, the Western Interstate Energy Board, Southwest Strategy and the Interstate Oil and Gas Compact Commission. Secretary Prukop's participation in these organizations ensures that New Mexico’s interests are protected and fairly represented. Additionally, Secretary Prukop serves on state-level committees, boards and commissions, including the New Mexico Finance Authority, New Mexico Radioactive Waste Consultation Task Force, New Mexico Water Trust Board, and the New Mexico Drought Task Force.
General Counsel Carol Leach directs the Office of General Counsel, which is housed in the Office of the Secretary and provides policy guidance, legal advice and representation to the Cabinet Secretary and division directors. This includes legal advocacy and representation of the department in both administrative and judicial proceedings and the development of legal strategies that further the department's mission and goals.
Environmental Ombudsman Sally Rodgers coordinates the department’s environmental responsibilities with those of other agencies. She tracks and assesses the applicability of new environmental technologies to projects and programs of the department, including the Green Zia and SCI/ZERI pollution prevention program. In addition, she works with the New Mexico State Legislature and assists in the development of the department ’s positions on national natural resource-related legislation.
Special Assistant for Renewable Energy Craig O'Hare promotes Governor Richardson’s and the legislature’s renewable energy and energy efficiency goals. He works to develop a detailed “package” of initiatives to make New Mexico a national leader in clean energy programs, including grants programs and public policies to facilitate the development of New Mexico’s world-class wind and solar energy resources.
Public Information Officer Jodi McGinnis Porter is responsible for coordinating the department’s external and internal communications. She works with the Secretary's Office and all divisions to position the department in an understandable and accessible manner for the general public and to develop positive working relationships with media and stakeholder organizations statewide and nationally.
