Carthage Gob Reclamation Project - Phase I

The Carthage Gob Reclamation Project - Phase I (Number EMNRD-MMD-97-5), is about nine miles east of San Antonio, Socorro County, New Mexico (see Figures I, 2 and 3). This project involved reclamation of eight gob piles (2-10, 2-14, 2-24, 2-26, 2-27, 4-3, 4-4, and 4-7) and one borrow area (between gob piles 2-10 and 2-27). We achieved reclamation by excavating, hauling, regrading, amending (using lime, compost, and, at gob pile 2-26, gypsum), and topdressing the gob piles. Additionally the contractor backfilled three collapsed adit openings and a collapsed opening at a previously backfilled shaft and constructed barbed wire fencing around the reclaimed gob piles. He placed erosion control measures, inclnding sediment control rolls, swales, constructed two gabion structures, and seeded and mulched all areas distnrbed by construction.

We gave Notice to Proceed on October 4, 1998, and, except for seeding and planting of seedlings, the contractor completed the project on February 2, 1998. This was five days after the end of the contract time for project completion; we assessed liquidated damages for late completion of $1,500. The contractor was Clifton Construction of McAlister, New Mexico. Seeding was completed in late August 1998. Because he did not have powerful enough equipment on site, the contractor was unable to imprint the steeper slopes. Those areas were hand-broadcast. The specifications require that the contractor maintain and protect the seedlings for twelve months following planting. In September 1998, survival rates were 44%, below the minimum specified rate of 50%, and the Contractor replaced all dead plant material in early April 1999. Fill around the gabion structures was not properly placed and some erosion and partial undermining of the lower structure took place in a couple of storm events. The contractor addressed these deficiencies in April and June 1999.

The contractor was Clifton Construction of McAlister, NM.
