The Oil Conservation Division regulates oil, gas, and geothermal activity in New Mexico. We gather well production data; permit new wells; enforce the division's rules and the state's oil and gas statutes; make certain abandoned wells are properly plugged; and ensure the land is responsibly restored.

We invite you to explore our website.  It has been designed to provide you with information about doing business with the Oil Conservation Division of New Mexico, as well as access to forms and services provided by the division. The Oil Conservation Commission has scheduled hearings from May 14, 2012 through May 18, 2012 to consider Case Nos. 14784 and 14785; Applications for amendment of 19.15.17 NMAC concerning Pits.  For more information, please visit the OCD Rules webpage.

The Oil Conservation Division is pleased to announce its Hydraulic Fracturing Fluid Disclosure (HFFD) form is now available.  It can be accessed on OCD’s E-permitting site.   A PDF version, as well as the instructions, can be located on our Forms page.  The Hydraulic Fracturing Fluid Disclosure Form should be completed for any well fracture completed on or after February 15, 2012. HFFD form submission instructions.

OCD has issued a Fire Awareness Notice reminding operators of oil and gas facilities to be aware of brushfire dangers. Operators are reminded to prevent on-site open flames and gas flares from sparking fires and to maintain defensible space around facilities to protect them from advancing fires.

Notice: The Oil Conservation Commission is scheduled to conduct a public hearing beginning at 9:00 a.m. on March 27, 2012 to consider Cases 14805: Application for an Amendment to Title 19, Chapter 15, Part 14 of the New Mexico Administrative Code.

The Independent Petroleum Association of New Mexico (IPANM) has filed an application to amend Rule 19.15.17 NMAC, commonly referred to as the "Pit Rule" and Rule 19.15.39.8.B NMAC. IPANM's amendment of the Pit Rule is the same as the New Mexico Oil & Gas Association's application. A copy of their proposed changes are available under the Proposed Rule Changes section of the OCD Rules webpage.

The New Mexico Oil & Gas Association has filed an application to amend Rule 19.15.17 NMAC, commonly referred to as the “Pit Rule.” The application was scheduled to be heard by the Commission. TEST GAS ALLOWABLES - Operators may produce and sell gas encountered during drilling, completion, or re-completion provided that the operator has filed and received OCD district office approval of a Form C-104, Request for Allowable and Authorization to Transport, stating REASON FOR FILING CODE as “Test Allowable” and specifying the anticipated date of first sale for each proposed formation from which it will be produced. All administrative and regulatory approvals; i.e. NSL, NSP, DHC, etc., are required to be approved prior to producing the well.  (Click on the link above for more details and information)

REVISED OCD DISCHARGE PLAN PERMIT REQUIREMENTS - OCD has revised its permitting policies.  These changes may affect the renewal of your discharge permits.

Oil and Gas Facilities QUESTIONNAIRE (pdf format) (word format) for Determination of a WQCC Discharge Permit - Submission of this questionnaire is requested for all facilities with discharge permit expiration dates before November 15, 2012. A separate questionnaire for each facility should be submitted before July 15, 2011.
