Anne deLain W. Clark, Radioactive Waste Consultation Task Force (Task Force) Coordinator, has been with Energy, Minerals & Natural Resources Department (EMNRD) and in this position since July of 2001. In her capacity as the Task Force Coordinator, Ms. Clark is the primary liaison between the Department of Energy and the State of New Mexico in all things (other than permitting) concerning WIPP. She is responsible for the planning, development and implementation of the New Mexico WIPP Transportation Safety Program and New Mexico's Spent Nuclear Fuel/High Level Waste Transportation Program. She also serves as Co-Chair for the Western Governors' Association Technical Advisory Group for WIPP Transport, and represents New Mexico in other regional and national radioactive waste transportation forums such as the Western Interstate Energy Board's High Level Waste Committee and the Department of Energy's Transportation External Coordinating Working Group.
In addition to her duties as Task Force Coordinator, Ms. Clark is also the Alternative Dispute Resolution (ADR) Coordinator for the department, the coodinator of the department's New Mexico Fellows Program, and occassional special assistent to the EMNRD Secretary and Deputy Secretary on drought issues. Ms Clark has over five years experience in facilitation and mediation and over 200 hours of training. Representing EMNRD in state government-wide ADR efforts, she has mediated in a wide variety of disputes across many different state agencies, has facilitated projects related to drought, and has participated in the Governor's Performance Review - evaluating the potential for ADR expansion in New Mexico state government.
Before joining EMNRD, Ms. Clark worked with New Mexico Department of Health for 12 years in various positions concerning financial management and health planning. She received her Masters in Business Administration from the Robert O. Anderson School of Management in 1987 and her Bachelor of Arts degree in Economics from the University of New Mexico in 1985.
